Unnecessary Stop Signs Cause Problems
A stop sign is the most basic traffic sign we currently use. One might think that the presence of a stop sign would essentially slow traffic down. Vehicles approaching a crossing with a stop sign have to slow in order to stop, so it is reasonable to suspect that an intersection with a 4-way stop may serve to slow the general speed of traffic.
Research and technical papers studying the consequences of all-way and multi-way stop signs at intersections show that they do not control traffic speed except under very particular circumstances that aren't generally faced by drivers every day at these intersections. Stop signs that are put up to control traffic speeds where they are really not necessary (which is in places where there's not too much traffic to stop), generally don't even cause many drivers to stop at all.
In fact, stop signs in places that might appear unnecessary to drivers basically tend to increase the speed of vehicles approaching the stop. The idea is that the driver hurries to the stop sign to make up for the lost time he is made to stop and sit at a crossover pointlessly.
It is also thought that pedestrians crossing at intersections where unnecessary stop signs are put up are at a more serious risk of being hit, because many drivers first speed up and then roll thru the intersections, ignoring the signs. Another factor is that people don't frequently drive at or below the velocity on posted speed signs. Most of us drive by a perception of what a safe speed might be and unfortunately many are wrong.
